I tried DevExpress page control and didn't find it very useful. We needed extra properties like fonts per page, and proper enable/disable.
We ended up developing our own. Was pretty easy. The Page Control and the Pages were inherited from TCustom Panel. TPageControl also works well if you don't want to arbirtarily hide or disable tabs. You get the mouse over stuff if you have XP themes enabled for the application (we use a Manifest file at least). I'm not sure what you mean by "expand to the text size". TPageControl tabs will resize depending on the tab caption.
