#3123: Extractor plug-in will not select

Good morning,
Hope you can help.
Deluge: 1.3.15
libtorrent: 1.0.11.0
OS: Windows Server 2012 R2
Plug-ins: Label and WebUi
Installation: Installer
I tick the box next to Extractor but it did not show on the list to the
left and it unticks when I click 'Apply' or 'OK'.
The account in use is in the Administrator group and also when I run
Deluge as Administrator I still have the same problem.
