I know I'm late to the game here, but it should be noted that your FTP
server has to be integrated with TCP wrappers. I know that VSFTPD is, but
I'm sure there's others.

Or, option #2: add the IP to /etc/hosts.allow .

Search the list archives for a recent discussion about using it with ftp.
