I tried the single combined commit and I get:

svn: E200007: Commit can only commit to a single repository at a time.
Are all targets part of the same working copy?
So I submitted the changes as two separate commits.
I suspect we should update some of our other internal documentation to describe
the preferred procedures, but for now I believe this particular issue should be
resolved.
