To test when DriverManager loads the drivers, I added the following static 
initializer to AutoloadedDriver:

    public  static  long    initializationStamp = System.currentTimeMillis();

Then I compiled the following program:

    private static  long    _bootStamp = System.currentTimeMillis();
    private static  long    _afterWaitStamp;
    
    public  static  void    main( String... args ) throws Exception
    {
        Thread.sleep( 5000L );
        _afterWaitStamp = System.currentTimeMillis();
        
        DriverManager.getConnection( "jdbc:derby:memory:db;create=true" );

        long    derbyDriverBootStamp = 
org.apache.derby.jdbc.AutoloadedDriver.initializationStamp;

        System.out.println
            (
             "_bootStamp = " + _bootStamp +
             "\n_afterWaitStamp = " + _afterWaitStamp +
             "\nderbyDriverBootStamp = " + derbyDriverBootStamp +
             "\n(derbyDriverBootStamp - _bootStamp) = " + (derbyDriverBootStamp 
- _bootStamp)
             );
    }

When I ran the program, it produced this output:

_bootStamp = 1392734339457
_afterWaitStamp = 1392734344459
derbyDriverBootStamp = 1392734344479
(derbyDriverBootStamp - _bootStamp) = 5022

That says to me that the Derby driver was loaded when 
DriverManager.getConnection() was called, 5 seconds after the JVM booted.
