Spent more time on this jira and I believe we should try to ping the server
using Java command rather than using API when the server is started and later
is being shut down using Java command. As mentioned above, the test is testing
5 ways of setting port while starting network server. 4 of these 5 tests use
Network Server Control to start the network server and then we ping the server.
These 4 test cases have not run into intermittent insufficient data error on
ping. But the 5th test starts the network server using Java command and later
that server is stopped using Java command but the ping on it is being done
using Network Server Control rather than Java command. I think we should do the
ping using Java command too. I am still not sure why Network Server Control
ping would sometimes result into insufficient data.
