Since most of our system function names (5 out of 8) begin with SYSCS_GET,
perhaps this one should be SYSCS_UTIL.SYSCS_GET_DATABASE_NAME.
See, for example, SYSCS_UTIL.SYSCS_GET_RUNTIMESTATISTICS,
SYSCS_UTIL.SYSCS_GET_DATABASE_PROPERTY, etc.
