Maybe the problem is that you are a non-privileged user, and don't have access 
rights to write files in c:\Oracle\jdk8\db\bin -- can you try making a new 
empty directory elsewhere on your computer, and cd to that directory, and try 
running startNetworkServer from there?

And, since the security manager seems to be the source of the problem, can you 
try these troubleshooting steps?
