I have switched locale by adding -Duser.language=en -Duser.region=US in
run-script.bat.
Then I'v added permission to
D:/java/db-derby-10.12.1.1-bin/lib/derbynet.jar!/org/apache/derby/drda/server.policy
The output changed and contains many derby specific security error. Such as
"policy: evaluation (codesource/principals) passed
access: access denied org.apache.derby.security.SystemPermission( "engine",
"usederbyinternals" )

May be this coud help. I have attached "permission-output2.txt" and
"run-output2.txt"
