I have not (yet) succeeded in getting the NPE, but my Network Server definitely
fails to start if I use -Duser.language=cs:
java -Duser.language=cs -cp derbyrun.jar
org.apache.derby.drda.NetworkServerControl start
It just immediately returns back to the command prompt, while if I take off the
-Duser.language=cs, the Network Server starts fine.
