Successfully built and tested with JDK 9 build 140 again, after being told that 
build 140 includes the following change: 
http://mail.openjdk.java.net/pipermail/jdk9-dev/2016-October/005062.html. This 
change does not affect Derby's regression tests. However, it is possible that 
it may affect our users if they are using relative file paths in the 
FilePermissions of their security policies.
