The problematic code in that test appears to be part of DERBY-3476, and is code 
that
tries to explore serialization errors with intentionally damaged system 
permission objects?

This was before I was really involved very much in Derby, but I think it was a 
concern about
system permission objects being stored in databases, or sent across the wire, 
and having
changed incompatibly between Java releases such that the reader could not 
successfully
deserialize the permission that had been created/stored/sent by the writer?

Kinda vague, I know, but hopefully it helps in your studies.
