I've commented out everything in the NetworkServer shutdown code except for the 
close of the serverSocket. I have to leave the close of the serverSocket, 
otherwise the test hangs because networkServer.shutdown() uses the socket close 
to detect when the server is shut down.

With all this shutdown code commented out, the test still fails for me.

I am *really* finding this behavior confusing :)
