Hoopla. The previous rev of javacc solves Goldilocks' problem: it is just 
right. It doesn't generate the noxious variables named "enum" and it doesn't 
generate RuntimeException constructor invocations not supported in jdk13. So 
the first patch would just consist of replacing our current JavaCC with the 3.2 
rev.
