I'm a little worried that DERBY-1326 and DERBY-51 are getting inter-twined, 
though;
it seems like your comments are very applicable to DERBY-51.

I need to spend some time trying to break the DERBY-1326 changes into smaller
pieces so that we can make progress in little steps.

Network Server startup and shutdown are quite complicated!
