Yes, the two issues are definitely related. However, let me point out
that DERBY-51 is about what happens to "Derby embedded" (aka. the Derby
system) when the network server is shut down. My comment to DERBY-1326
was about what happens to the network server when the Derby system
(Derby embedded) is shut down - which is more like the opposite of
DERBY-51 :)
