After a brief discussion with Kathey on iRC, I think the -pre3 patch can be 
committed if no one sees any potential problems with this approach. 

I guess my initial concern was that this introduces a dependency on tools code, 
specifically sysinfo, into the engine. However, since we package sysinfo into 
derby.jar, this may not actually be a concern at all.
