When installing the security manager, it complained of a Malformed URL parsing
the policy file if the derbyTesting.antjunit property was set to an empty
String.
Attaching a patch which moves the setting of the property inside the try block.
If Ant isn't present, the property is not set at all, and the policy file
parses without the warning, and removes the setting of derbyTesting.antjunit to
file://unused/ if Ant is not present.
I'll wait until tomorrow to commit in case there are other comments.
