Oops  - I was obviously not following the documentation very closely. I was 
trying to access the Apache Derby properties from within the Eclipse 
Preferences, not the Project  Properites. So the first part of the bug report 
is not any issue (rather user error).

However the version information still seems incorrect. Obviously this is not as 
important, but should still be looked at in future releases.
