One comment on the committed version: the use of functionTests.util.* methods
is discouraged - these are too connected to the 'old' test harness.
Instead of using the HAVE_BIG_DECIMAL approach, and using BigDecimalHandler, we
use the JDBC.vmSupportsJSR169 mechanism.
