I believe that IBM JCE 1.2.1 is only available with an IBM JDK 1.4.2 or newer,
and IBM JDKs/JREs are only available as part of other IBM product downloads. I
don't think Derby should necessarily be promoting IBM products, however,
resourceful users will be able to find the IBM JDKs if they look hard enough
for them.
