It looks like, in the archives, the PGP signature is there for the files that
were missing them on www.apache.org, but all of the MD5 checksums for the
10.1.3.1 release are missing. I can regenerate these if necessary.
Should the releases that are being moved to the archive have a separate
'archived releases' section on derby_downloads.html?
