I looked through the existing documentation layout quickly and I am wondering
if we should include a section on how Derby handles collation in Developer's
Guide. It can go as a separate section either under "Deploying Derby
applications" or as a separate section after "Localizing Derby" and at the same
level as "Localizing Derby".
