Attaching revised diff and HTML files. In the source, did some formatting
cleanup and removed the question mark and bracketed question from one
paragraph. The fixed paragraph is all that shows in the HTML.
This means the patch should be ready to commit if it's been sufficiently
reviewed (although we don't have an absolutely final answer to the question
about using the territory attribute at upgrade).
