Knut, we can not ignore the collation and just compare the codepoint for
territory based characters involved in LIKE operaiton. This is based of SQL
spec for LIKE(Section 8.5) General Rules 3cii4)
4) If the i-th substring of PCV is a single character specifier, then the i-th
substring of MCV contains exactly 1 (one) character that is equal to the
character represented by the single character specifier according to the
collation of the <like predicate>.
Here it says that we need to establish the equality according to the collation
of the <like predicate>.
As always, let me know if I interpretation of SQL is incorrect.
