The following patch propogates the commands parsed in NetworkServerControlImpl
to the controllers (Master and slave controllers). The patch does not add any
functionality for the commands as such but only takes care of propogating the
commands to the controllers.
The following four replication related commands are handled in this patch.
1) startmaster
2) startslave
3) startfailover
4) stopreplication
