I have the following comments on what needs to be done for this issue
Backup does not run all the time unlike replication, so I do not think it is
right to do what we do for jars in backup here (block
jar operations). I do not think it is good to restrict a useful database
operation when replication is running.
I think we should not disable the installation of jars when replication is
running. Instead we should document clearly the
situation a user will have to face if he uses if he uses installation of jars
during replication
