I've discovered another issue, in a Developer's Guide topic that refers to a 
tuning property: 
http://db.apache.org/derby/docs/dev/devguide/cdevconcepts23810.html (Lock 
granularity). It says, 

   For information on turning off row-level locking, see 
"derby.storage.rowLocking" in Tuning Derby.

This property is not yet documented -- DERBY-1412 was filed by Francois Orsini 
quite a while ago to fix this. So I am picking up that issue.
