Specifically, if I want to change a page in the *Tuning* guide to

have a reference to the rref_xplain_tables.dita#rref_xplain_tables

I think I figured out an <xref> syntax that works.

I'll probably be committing the docs this weekend, and we can see
if the syntax works correctly when we do the build to the Apache site.
