I think that sounds fine and then get rid of the TestConfiguration constructor
that takes a port. I think we should shoot for incremental patches though.
1) The ij changes to pick up system properties DERBY-4223.
2) The changes for derby.tests.port.
3) The changes for derby.tests.alternativePort
4) Replication and removing the TestConfiguration with port constructor.
