The tests still fail on this side of the Atlantic, so I took the liberty of 
adding some code to the tests to calculate the expected timestamps in a way 
that takes the current time zone into account. The tests ran cleanly for me 
with these changes. I also changed the timezone on my machine to PST and ran 
jdbc4.ResultSetTest/jdbc4.CallableStatementTest with no failures.

Committed timezone.diff to trunk with revision 1054933.
