Is derby.locks.deadlockTimeout also set to infinity? If so, that would explain 
why the deadlock isn't reported, if a deadlock is the underlying problem here.

Note that a thread doesn't need to be blocked in an update in order to hold an 
exclusive lock. It's enough that it has performed an update without committing 
or aborting the transaction after on. You can connect to the database and 
execute the statement "select * from syscs_diag.lock_table" to find out if some 
transaction is holding an exclusive lock.
