Can you change the test so that, if the locale is not English, we skip the test?

That would not be ideal, but at least it would allow us to confirm that all of 
the
other tests in the overall test suite now pass correctly when run in your 
environment.

Perhaps the cleanest way to do this would be to change 
org.apache.derbyTesting.functionTests.tools._Suite
so that it skips the suite.addTest() call if the locale is not English.
