Yes, this sounds similar to the upgrade problem we came across in DERBY-3870. I 
think it's safe to backport the whole fix to 10.7, as long as we remember to 
bump the version number on the branch. If the whole fix cannot be backported, 
the DataDictionaryImpl changes should be sufficient for this issue.
