I think your understanding is correct. The backported subset of DERBY-3870 
doesn't change the compiled plans, so a version bump shouldn't be required. If 
an upgrade fails because the fix is missing, booting again with the fix should 
make the upgrade code run again even if the version number hasn't changed.
