Based on the fact that all the test fixtures fnish with no problems and it is 
the teardiwn/setup that is running into locking issues, I will work on the 
suite not relying on CleanDatabaseTestSetup. Instead, use a decorator which 
will drop the database and recreate it with the tables needed to run the suite. 
Currently, the sql to create the tables is in decorateSQL() as required by 
CleanDatabaseTestSetup
        Test suite = new CleanDatabaseTestSetup(
                TestConfiguration.orderedSuite(LobLimitsTest.class)) {
            protected void decorateSQL(Statement s)
                           throws SQLException {
                setupTables(s, biggestSize, bigSize);
            }
        };

I am wondering if I have to use DropDatabaseSetup to accomplish dropping the 
database and then putting the setupTables in some special method so the tables 
get created at the beginning of the next suite. If anyone has any experience in 
this area, please let me know. Thanks
