It was not built with the release target and I don't see any errors
relating to even trying to build it.
So how do I build the html books?
As long as we have pdf and the frames html version, we should be good
to go. Of course, we should verify that the top level release page
doesn't refer to monohtml books anymore.
Thanks Rick for the clarification. I noticed it missing because the
top level index .html in the release has a reference to the HTML Book
that should be removed, but I don't think I will redo the release
candidate build for that, but I will file an issue for it.

I have removed the references to monohtml from the top level 10.8 index
page. Committed to 10.8 branch at subversion revision 1405059.
