That 32 GiB limit was a software limitation in the tool used to actually format the drive. The *actual* volume size limit of FAT32 is 8 TiB.
Anyway there is a tool for converting FAT32 to NTFS which comes free with Windows.
That being said, nobody in their right mind would choose FAT over NTFS in the first place unless they had a very good reason (one such reason might be that they want to use the same filesystem from another OS.)
