The central place to create new colours is on Tools → Options → LibreOffice → Colors: colours you create there will be available for all (well, not for Math...) Apps on LibO. Also, you must consider that LibO works on RGB: even if it gives you the possibility to choose a colour by its CMYK coordinates, the result is RGB.
