I hope you agree that this is a slightly different thing: our branding isn't yet complete. Galaxy uses 26*26, Tango uses 24*24 (with a useless 1px transparent border). Eventually we should get rid of that useless border around our Tango icons, I guess. There's nothing really stopping us from that, except that we still ship too many Industrial icons in our Tango theme (and Industrial actually uses 24*24 icons). The point is, though, that we have hardcoded sc_ and lc_ prefixes in most icon names (I guess those stand for "small colour" and "large colour" or similar). Actually, we have also huge amounts of icons using other prefixes or not using prefixes at all.) Now, this usually only allows for two icon sizes in a theme (occasionally it might allow for only one). Yet for Android alone, we'll need three icon sizes; if we want a theme that we can use on Android and on the desktop, that means we already need five icon sizes. So, clearly, our current way of packaging themes doesn't scale at all.
