Branding guidelines are strict, because it is not good to change branding often - especially, if current branding is not bad. There is a popular proverb that "people don't like [big] changes". For me, current branding is perfect, but 4.0 release is BIG event, so there's a need to make brand update.
One more thing: does 4.0 will have new (slightly changed) file types icons?
