They're a cornerstone of Android application design, of Microsoft's Modern Windows UI (or whatever it's called now), of Google's and Facebook's web application design, and they're appearing in more and more places (e.g. Vimeo, Kickstarter, Smashing Magazine, ...). That said, the problem with Alex's proposal isn't Swiss-related. The problem is that he doesn't follow the design guidelines (and that his progress indicator and Start screen can't be implemented as proposed), with the biggest problem being that the proposal doesn't use any shade of LibreOffice's green.
