Yes without a google account, users can comment and modify these docs and it will show up in the documents as track changes, which users who have edit access (me, heiko, and kendy) can approve or reject. I have always been thinking about the future regarding the research documents i created for LO, which is why i prefer to create them in google docs, rather then on my hard disk, as it provides collaborative editing with others and always update my wiki profile page with links to these documents ( https://wiki.documentfoundation.org/User:Philipz ). Heiko also publishes the design session work we do, so that is another means of backup of the work while it hasnt been fully completed.
