Yep i would believe that it is primarily for slower computers to show them that the application is loading. Mirek mentioned that on his fast pc, he says it appears for a split second, so it isnt really affecting faster systems.

I'd vote for a configuration switch, if at all, which is on by default.

That would be my vote as well.
