If there might be a reason why they are keeping certain UI elements, it’s probably neglect. Many of the Office programs are in maintenance mode (Publisher and Access, for instance, had their biggest changes in Office 2010). You know, there is a program that should have a splash screen, based on the argument of startup time. It’s called Evolution. It takes nearly half a minute to start in my machine. But I suspect that it would only introduce even more complexity to its startup process. LibreOffice is much faster than that, but you cannot improve on that if you are to keep “configuration switches” and stuff a “normal user” (to use your term) won’t touch.
