Do you mean we need to preserve the timezone from the last user session?
Yes. Especially if they log on to Scooby from a computer that does not belong to them. ie. checking on a computer from an internet cafe.

Let's say I live in Chicago and my default timezone is US/Central. If I am traveling to L.A., I want to change Scooby to US/Pacific once and then have it remember that timezone until I return to Chicago or go somewhere else and manually change the timezone again. I don't want to log back into Scooby while I'm still in L.A. and have Scooby show up in Central time (my default timezone).

The current behavior in Scooby is that the time zone is set to whatever time your computer is set to. So if I were to view my Scooby calendar from a machine at some internet cafe in Chicago, then it would be set to CT, not my original Scooby calendar at PST.

The 'default' is to allow the users to set their own time zone. So if the user wants to keep it in PST when looking at their calendar in Chicago, then they can. So when they log into a computer in an internet cafe in Chicago, they can view their appointment in PST and change it to CT if they want to. (That is to say w/out changing the time in system preferences on the computer).

The proposal is the same drop down box as it is currently in Chandler. Does that make sense?
