i am not a fan of any of the proposals. i think we should either:
4) have links to admin and browser in some unobtrusive place that is
not the settings dialog (cos that really just doesn't make sense) -
maybe small links in the page footer?
Isn't this really the same as proposal 3, and differing only in the
location of the links? Am I missing something here?
