You mean: the logo (the "lock" instead of the "crayon" metaphor) or the spot on the markupbar?

When you click it, does it display an unlocked state? And then when you click it again, it's locked?
The current logic of the "Lock" icon has nothing to do with read-only ness. Are you proposing something different (like 2 buttons: one for read-onlyness and one for local edits) or just a different set of png for the icon?

Tooltips:
+ Make local edits to view-only item.
+ Revert local edits.
