Chandler would like developers to be able to add functionality to
Chandler using what we call parcels. There's an explanation of an
example parcels at http://chandler.osafoundation.org/fordevelopers.php
Vera tells me those particular instructions are out of date, but the
main concepts are still accurate. Out of the box Chandler ships with
several simple bits of functionality packaged up as parcels, so you'll
probably want to look at some of that code, too.
Note that Ed Bindl (Chandler intern) is currently revising this plug in
code and its documentation. We should have a more up to date version of
it soon now... :)
