Are we all in agreement that we should move to a model where there
can only be 1 r/w and 1 r-only ticket per collection at any given
time? That seems to be bcm's condition for having the server create
the tickets for the default Hub collection.

sure, but it only really makes sense if we move to the "one set of
tickets" model that we've discussed before.
